Online Casino Bill’s In-Person Registration Requirement Is Easier Pill To Swallow

In February, State Rep. Bob Rita presented the Internet Gaming Act, a bill that could legalize online casinos in Illinois. However, proponents of online casinos should note that the bill includes a requirement for in-person registration.

News about in-person registration has been trending recently due to Gov. JB Pritzker’s decision to reinstate the policy for online sports betting. Pritzker had temporarily lifted this requirement for several months due to the COVID-19 pandemic.

The positive aspect is that the registration requirement for a virtual casino is less burdensome compared to that of online sports betting. The two entertainment bills have the following differences.

It would be easier to register in person at an online game.

For six months after online gambling was introduced in Illinois, registration in person at the participating financial casino was required.

This is the precise wording of the Internet Gaming Act legislation:

For the initial six months of operation, individuals must physically visit a casino or track to open online betting accounts. However, after the first six months, online account creation is permissible without the need for personal appearance.

Once the six months have passed, you may register online using either your computer or mobile device.

That’s about as simple as it gets.

Who Supports and Opposes Major Gaming Proposals in Illinois: The state has numerous gaming legislation awaiting approval. This is a breakdown of those arguing in favor of and against these proposals.

Not so muddled is the act speech at online casinos.

Registering in-person for online sports betting is significantly more complex than signing up to play an online game.

To compare, here is the wording found in the Sports Wagering Act:

A person is required to physically sign up at a sports facility or its designated facility in order to participate in online or mobile app sports betting. This must be done before the first license is issued under Sections 25 and 45.

The relevant parts of Sections 25 and 45 are listed below:

The Board will issue 3 learn sports wager licenses to online sports betting users for a nonrefundable registration fee of either $20,000 or $60,000.

To qualify for the first competitive selection after the enactment of this Act, applications must be received by the Board within 540 days of the issuance of the first license under this Act. Furthermore, within 630 days of the first license issuance, the Board is required to announce the successful bidders for the initial competitive selection.

You cannot register online until 540 to 630 days after the first sports betting licenses were issued by the Illinois Gaming Board (IGB) on June 11, 2020.

In a nutshell:

    OnlineCasino: Six months after a particular controller launches, in-person membership may expire.

  • For Online Sports Betting, you are required to register online. However, you won’t be able to withdraw until you receive approval for mobile-only registration.

Online casinos don’t require a portable permit only.

However, there’s more.

As previously stated, sports bettors require a mobile-only sports betting certificate to register online. Unfortunately, this requirement is not stipulated in the laws that regulate online casinos.

These certificates, which cost $20 million each and are considerably more expensive than a typical certificate, are exclusively available in electronic format.

It’s possible that no one will vie for those certificates, considering Illinois currently hosts most of the leading sports betting operators. Should this happen, a legislative solution would be required or in-person membership would persist.

At the time the law was written, it appeared that DraftKings or FanDuel had no means of entering the market. Hypothetically, they would be interested in online-only licenses.

Now that DraftKings and FanDuel have partnered with retail casinos to operate in Illinois, the number of potential competitors is limited, if not absent. BetMGM may be a contender, but it’s not certain.

Online poker game is included in the Illinois virtual casino costs.

Apart from the mandatory six-month in-person registration, here are a few other key elements of the online casino bill:

  • The act includes an online poker game.
  • Versions of online casino games with a live dealer would be available.
  • All profits from games would be subject to a 12% privilege tax.
  • The act permits a maximum of 36 coats.

The latest state to initiate online casino, Michigan, has had a phenomenal start. In their initial full month, operators garnered almost $80 million in profits.

To provide context, it’s important to note that the profits from sports betting in Illinois have never surpassed $50 million in a single month.
